PROGRAM OVERVIEW

CURRENT COMMISSIONING PROGRAMS

In the past, there were over a dozen different routes for sailors to become commissioned officers, sailor to admiral being just one of them. This wide range of programs lacked consistency in benefits, selection processes, educational opportunities, and program requirements. This has created a very confusing web of program applications, timelines and options for fleet applicants and, frankly, is very complicated for the Navy to manage and administer. Consequently, there were numerous sailors in the fleet who would have made excellent noncommissioned officers but did not apply due to program limitations, educational background, or financial issues.

For all these reasons and more, the Navy has combined most of these current entry-level paths into one consolidated program that preserves the Seaman to Admiral name popularized by Admiral Boorda: Seaman to Admiral-21 (STA-21). The STA-21 Commissioning Program is designed to achieve the Navy's goals in the 21st century, while providing a fair and equitable system for outstanding active seafarers to receive a first-rate college education and become commissioned officers.

STA-21

The following fleet commissioning programs were combined to create the STA-21 program:

  • sailor to admiral
  • Registered Commissioning Program (ECP)
  • Aviation Enlisted Commissioning Program (AECP)
  • Nuclear Enlisted Commissioning Program (NECP)
  • Registered Corps of Civil Engineers Commissioning Program (CECECP)
  • Fleet joined the Naval Reserve Officers Training Corps (NROTC)
    • (Includes nurse option)

What sets the STA-21 program apart from most other commissioning programs is its fairness to the seafarer. Some of the first seafarer commissioning programs required sailors to pay their own dues. Others removed the student from active service, depriving him of any source of income. The STA-21 program will maintain all active duty participants at their current enlistment level. This means that they will receive all the salaries, allowances, benefits and privileges they currently enjoy and will continue to be eligible for a promotion as long as they participate in the program:Time spent in school does not count towards pension, but it does count towards salary.Sailors receive up to $10,000 a year to cover tuition, books and fees. The sailor pays all expenses over $10,000 per year. Participants attending low-cost universities that do not require all $10,000 for a year will do sonocan keep the difference.

While the performance of the candidate's fleet will be considered during the selection process, emphasis will be placed on identifying candidates who have the academic and leadership potential needed to become outstanding naval officers.

PROGRAM OPTIONS / AUTHORIZATION

The STA-21 Commissioning Program allows sailors to apply for either the main program or a hearing option. The core program offers participants greater flexibility in choosing a specialization and applying to attend schools. Students in the STA-21 core program receive an Unrestricted Line (URL) Navy Officer Designator upon commissioning. (Students will be asked during the final year which official community they want, but the allocation is controlled by the NSTC according to annual community goals set by BUPERS). Sailors selected for a target group option are assigned to that option when commissioned by the officer community. Each of these audience options has specific requirements, which can be found in the dropdown menu below.

OPTION PILOT

While the STA-21 will continue to provide the ability to designate pilots like other URL designators, graduates of the STA-21 Pilot Option are only designated as Students of Naval Aviation (SNA) (1390 Designation).

To alter:Applicants must be at least 19 years old and under 32 years old at the time of assignment.

Registered source:Open to men and women of all ages.

While the STA-21 will continue to offer the Naval Flight Officer (NFO) designation as well as other URL designations, graduates of the STA-21 NFO option will be designated Student Naval Flight Officer (SNFO) (designation 1370) exclusively.

SURFACE WARFARE OFFICER OPTION

To alter:STA-21 SWO option selectors must be able to complete graduation requirements and be commissioned before age 31. Declarations of resignation over the age of 31 will not be considered.

Educational requirements:Applicants are strongly encouraged to pursue technical degrees (eg mathematics, physics, chemistry, computer science, oceanography, operational analysis, physics or engineering).

Medical standards:Candidates for the STA-21 SWO option must meet medical standards per the Medical Department Manual, Chapter 15.

Obligation to perform:Selected STA-21 SWO options are subject to a five-year active service obligation after entry into service.

SPECIAL SERVICE OFFICER OPTION (INFORMATION PROFESSIONAL)

To alter:Candidates for the STA-21 Information Professional (IP) option must be at least 18 years of age and be able to complete graduation requirements and be commissioned before their 35th birthday.

Educational requirements:Candidates for the STA-21 IP option must be majoring in fields directly related to science, technology, engineering and mathematics, including information technology, information management, computer science, computer network administration, information assurance, information security, electrical and computer engineering/software programming.

Medical standards:Applicants for the STA-21 IP option must meet the physical requirements for nomination as prescribed in the Medical Department Handbook, Chapter 15 - Color Blindness Does Not Disqualify.

Obligation to perform:Those selected for the STA-21 IP will be committed to active service for five years after commissioning.

Launch requirements:Selected IP candidates must have a current TS/SCI authorization or provide evidence that a TS/SCI authorization has been applied for.

NUCLEAR OPTION (SUB AND SURFACE).

The STA-21 nuclear option (STA-21(N)) is available for submarines with nuclear training and surface officer quarters.

On-duty time:Candidates for the STA-21(N) must begin the course at their STA-21(N) university before completing eight years of military service.

To alter:STA-21(N) candidates must meet graduation requirements and be commissioned before their 31st birthday. Age ratings may be approved on a case-by-case basis.

The STA-21(N) is only available at select universities, excluding multi-city universities (seeTraining). selectedhe mustSpecialize in technical resumes and have a minimum GPA of 3.0 on a 4.0 scale.

Medical standards:All STA-21(N) applicants must meet physical qualification requirements for submarine and nuclear operations. It is highly recommended that an assessment be completed and approved by the Undersea Medicine team during the application process.

Obligation to perform:STA-21(N) selections are subject to a five-year active duty commitment after commissioning. Former STA-21(N) enrollees who resign upon request prior to commissioning must serve five years of enlisted service from the program cancellation date or for the remainder of their current enlistment, whichever is longer.

SPECIAL WAR OPTION

To alter:STA-21 SPECWAR option selectors must be able to complete graduation requirements and serve in service at age 29. The maximum age limit for active service can be increased monthly up to 24 months. Exceptions beyond 24 months are considered for teams with particularly exceptional qualifications, provided they can be hired before the age of 42.

EXPLOSIVE DISPOSAL (EOD)

To alter:STA-21 EXPLOSIVE ART DISPOSAL (EOD) option selectors must be at least 19 years of age and able to complete graduation requirements and be commissioned before their 30th birthday. The maximum active duty age limit may be increased month by month up to twenty-four (24) months. Exceptions beyond 24 months are taken into account for teams with particularly exceptional qualifications, provided they can be hired before the age of 35.

OPTION OF CIVIL ENGINEERING BODY

To alter:Applicants for the STA-21 CEC option must be at least 19 years old and less than 35 years old at the time of commissioning. Applicants over 35 and under 42 may receive exemptions from BUPERS-316E on a case-by-case basis with the recommendation of the NSTC.

Registered source:The CEC option now accepts applications of all classifications. In addition to the standard STA-21 eligibility criteria, STA-21 CEC option selectors must have a minimum of four years of active service (including a minimum of three years in an environment other than the formal training environment) at the time they plan to to initiate the Naval Institutes of Science (NSI) for the enrollment year.

Those selected will study a National Architectural Accrediting Board (NAAB) accredited architecture program or an Engineering and Technology Accreditation Board (ABET) accredited engineering curriculum and maintain a minimum grade point average (GPA) of 3.0 on a scale from 4.0. Preferred engineering degrees are Civil, Mechanical, Marine and Electrical.

Medical standards:Same as Core STA-21 program, except color blindness is not a disqualifying condition.

Obligation to perform:Those selected for the STA-21 CEC option assume a five-year active service commitment after commissioning. Additional service obligations may arise from special post-commissioning training.

NURSING CORPORATE OPTION

To alter:Applicants must be at least 18 years of age and able to meet study requirements and be commissioned by age 42.

Registered source:This option is open to men and women of all ages.

Educational requirements:Participants in the STA-21 Nurse Corps Option are exempt from the two-semester Calculus and Calculus-based Physics minimum requirement of the STA-21 Core program. However, they must meet the math and science requirements of their nursing degree.

The STA-21 Nurse Corps option is available only at specifically designated NROTC-affiliated colleges or universities with nursing programs that award a bachelor's degree in nursing accredited by the National League for Nursing Accrediting Commission (NLNAC) or the Commission on Collegiate Nursing Education ( CCNE ) (cf.Training).

REWARDS AND OVERCHARGES

Participants in the STA-21 program will:

  • The VA has authorized the use of Montgomery GI Bill (MGIB) benefits (Chapter 30 of Title 38) to pay for courses upon exhaustion of the service member's STA-21 funds, provided the payment is for separate courses and not combined for the same course.
  • Receive full pay and allowances including BAH and BAS for your registered pay levels.
  • Be eligible for registered advancement.
  • Receive up to $10,000 per year paid to the university to supplement the cost of tuition, fees and books.

  • Maintain medical care and commissioner/exchange privileges.

ADMISSION REQUIREMENTS

To apply for the STA-21 Commissioning Program, a sailor must:

  • Be a citizen of the United States. No disclaimers.
  • Let the commander recommend it. Candidates must have good moral character, official potential, and undeniable loyalty to the United States.
  • Be on active duty with an active duty date (ADSD) in the US Navy or Full Time Support (FTS). The selected reservist (SELRES) must be on ADSW assignments. SELRES on ACDUTRA, AT or I-ACDUTRA orders are not eligible.program optionsmay have additional requirements and specific restrictions.(See Program Options/Authorization tab on this page.)
  • be in the last year of high school. High school diplomas or equivalency certificates based on military training experience and General Equivalence Diploma (GED) test scores are acceptable to meet educational requirements when issued by the Department of Education of a state, commonwealth, or United States territory.   • Be able to meet the requirements for a bachelor's degree in 36 months or less.
  • Be able to complete the completion requirements and be commissioned before the anniversary specified in theprogram optionsguide on this page. Exceptions to this requirement may be considered by program managers for specific options.
  • Maintain a cumulative grade point average (GPA) of 2.5 or better on a 4.0 scale while enrolled in the STA-21. Definitelyprogram optionsmay have different requirements.
  • Qualifying ACT or SAT scores MUST be from the same test and included in the application upon submission to the commander. If multiple tests are completed, we will record your BEST scores within three (3) years of the application deadline (i.e. candidates applying for FY22 in 2021 must submit the results of a test taken after July 1, 2018, but before being archived on July 1, 2021). To be eligible, we require a minimum of 1000 SAT (500 Math and 500 EBRW). A minimum ACT test score of 41 (21 in math and 20 in English) is required from a test taken after July 1, 2018, but before July 1, 2021. Candidates for the nuclear option must have a minimum of 1140 SAT (combined math/EBRW or English), but achieving the individual test score SAT–500M/500EBRW or ACT–21M/20E).
    Service Members may complete a total of (3) ACTs and (3) SATs during their term of service when taken at approved testing locations. Exams will be funded and/or reimbursed if taken while on duty. A total of six tests are allowed; (3) ACTs and (3) SATs. Availability of testing options is increased for the service member by having one test option at a military facility and two additional test options at a national or international test center.
    Funding for these exams varies by exam location.
    If the initial exam is taken at a DANTES test site, funding will be provided and no money will be exchanged or requested from the military.However, retakes must be paid for by the military at the time of retake.If exams are taken at a national/international exam center, exam fees must be paid by the military at the time of the exam. However, the refund will be made by DANTES through the DANTES online refund request, available atDANTES: verification of eligibility for funding and reimbursement. Refund means the exam must be completed. Proof of payment and a results report must accompany the DANTES online claim for approval. Please submit the application within 90 days of completing the test. If the exam is taken at a DANTES testing location, your score report will be sent to the address provided on the registration form. It may take 6-8 weeks for your results report to be delivered. If the exam is taken at a national/international testing center, the fastest way to receive the exam result report is to create an account on the appropriate testing agency website (ACT or SAT). Download your score report to submit with your DANTES online claim.

  • Meet the physical commissioning standards for scheduling on the Unrestricted Line (URL); Restricted Line in Human Resources, Special Officer in Information Warfare (formerly Cryptologic) and Oceanography; Corps of Personnel in Civil Engineering (CEC), Medical Corps (MC), Corps of Nurses (NC) or Supply Corps (SC).
  • He has no record of court-martial convictions or convictions for civil crimes.

  • No record of disciplinary action under Article 15, Uniform Code of Military Justice (UCMJ), or conviction by a civil court for any misdemeanor (other than a minor misdemeanor carrying a fine of $300 or less, without charge in court) during the three (3) years prior to 01.07. of the year of application.
  • Must show the results of the previous three (3) cycles of PFAs. Must have passed the last two cycles of PFAs (Cycle 2, 2020 and Cycle 1, 2021) with a minimum aggregate score of BOM or better (unless waived). For applicants who have obtained a PFA exemption for Cycle 1 2021, the PFA score for Cycle 2 2020 will be accepted. A SATISFACTORY or FAIL score on any of the last two PFA cycles will result in the applicant being ineligible. If cycle 1 of the claim year is missing, the command must manage a special PRT, if necessary, to meet this requirement.

COMMENTS:

  • Students currently enrolled in other officer registration programs are not eligible for the STA-21 program.
  • Individuals who have already earned their bachelor's degree are not eligible for the STA-21 and must apply directly to the Officer Candidate School (OCS). See OPNAVINST 1420.1B (Chapter 4) for OCS enrollment procedures.

EDUCATION

Selection

Selection for the STA-21 program occurs each fall. Those selected will be notified several months in advance of the designated date they will begin the STA-21 program the following year. NSTC defines reporting dates for NSI.

USSR

The Naval Science Institute (NSI) portion of the STA-21 program is designed to teach each officer candidate the basic fundamentals of being a naval officer. This program provides proficiency in areas such as navigation, engineering, weapons, military history and justice, etc. NSI is located in OTC-N Newport, RI and lasts for 6 weeks. The NSI is a very specific curriculum designed to develop the naval experience of highly qualified sailors and help them transition into their future careers as naval officers. All STA-21 selectees attend NSI en route to their assigned university.Check out the NSI welcome pack.

University

Upon successful completion of the NSI, STA-21 officer candidates report to an NROTC-affiliated college or universityyour summer semesterpursuing his university degree.

selection and placement

Each STA-21 applicant selects up to three school options during the application process, and the NSTC conducts the student's actual placement in schools after selection for the program. This placement is based on a number of factors including available slots for NROTC units, program choice*, etc.

* Observation:

  • STA-21 Nurse Option participants may only attend NROTC-affiliated universities that are designated NSTC-approved nursing programs. These schools are marked with an “RN” on the NSTCNROTC colleges and universities website.
  • Applicants for the STA-21 Civil Engineer Corps (CEC) option must apply for and graduate from an Engineering and Technology Accreditation Board (ABET) engineering degree or a National Architectural Accrediting Board (NAAB) architecture degree from a NROTC -affiliated university.
  • For sailors selected for the STA-21 nuclear option, there are currently only 24 schools they can attend. These schools are listed below.

Participants in the STA-21 Nurse Option, CEC Option or Nuclear Option may only attend colleges or universities listed as accredited institutions. Exceptions to this requirement will not be granted.

course

While those selected are strongly encouraged to pursue technical degrees, participants are free to choose their courses. Certain STA-21 program options have specific graduation requirements (Nuclear, Nurse, CEC, etc.). However, all STA-21 officer candidates (with the exception of the Nurse Corps option), regardless of their specialization, are required to successfully complete two semesters of calculus and calculus-based physics prior to graduation. During the faculty visit, all STA-21 officer candidates are required to participate in all NROTC unit duties with the exception of summer cruises/activities and completion of naval science course content not covered during NSI .

academic calendar

Students in the STA-21 program attend school year-round. All students must complete graduation requirements within a maximum of 36 calendar months. STA-21 officer candidates will not participate in summer cruises or other summer activities required of NROTC unit aspirants. STA-21 members must be enrolled in each academic semester, trimester, trimester, or mini-master offered by the university. Due to planned program phases, not all STA-21 students will begin their university studies at the same time. Many selected start in the summer and some (eg nurse) in the fall.

Installation

After successfully earning a college degree and graduating from their respective university, the cadet is commissioned as an ensign in the United States Navy. After graduating from university, newly commissioned midshipmen are sent on initial training for their officer community.
